SHA-3 (FIPS 202) is the Keccak sponge with a domain-separation byte of 0x06; Ethereum adopted Keccak before that byte was added, so its Keccak-256 (0x01) gives different output from SHA3-256 for the same input. A library function named keccak256 is almost always the Ethereum one. Check against openssl dgst -sha3-256.

SHA-3 is not Keccak-256
NIST standardised Keccak as SHA-3 in FIPS 202 after adding a domain-separation suffix. Ethereum adopted Keccak before that change, so its keccak256 differs from SHA3-256 for every input, including the empty string. A library function called keccak256 is almost always Ethereum's, and mixing the two is a common bug when computing function selectors or addresses.
When to use SHA-3
SHA-256 remains unbroken and faster in most software. SHA-3 is a different design, useful where a standard asks for it or as a hedge against a future weakness in SHA-2. SHAKE produces output of any length.
